Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been defused. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: a renewed assault of missile and drone strikes on Kyiv.
The Cycle of Peace Talks and Military Action
The chain of conflicting incidents captured the bleak nature of the recent timeframe. By day, diplomatic battles are conducted: hopeful statements are delivered from various governments. Significant resources is devoted on managing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "resolution".
Nighttime Reality
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is able to track rocket firings from across the border, a capacity afforded by timely intelligence. From vantage locations, defense planes that had been deployed to intercept incoming guided weapons roared overhead – sophisticated military planes delivered to Ukraine by Western partners.
Shortly after, Kyiv's anti-aircraft weapons thundered: multiple launches fired to intercept a incoming threat. This was a sophisticated defense system at work, most likely delivered by allied countries. Every launch jolts you unexpectedly, causing tremors. The instant of fear quickly transforms into resigned acknowledgment: perhaps the incoming missile won't cause damage this time, protecting urban areas from devastation and further power outages.
Persistent Threats
Soon after, a heavy machine gun fired at a drone in the vicinity, part of a mobile-fire group – almost certainly imported technology. Regrettably, the projectiles didn't strike the hostile drone – it pressed on overhead toward its objective.
With pauses, this continued until dawn. Kyiv faced the daybreak reports: seven people killed, destruction and heating outages in numerous residences as a result of the evening attack. As typically, everyone still went about their day – enduring hostilities. But those entire period demonstrated Ukraine's essential dependence on Western support – a reliance that regional partners are clearly incapable to replace in the immediate future.
Unsuccessful Negotiations
The detailed framework from US administration generated strong feelings, controversy and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.
Every new initiative from Washington unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually win the battle. This cycle will, no doubt, endure.
Political Considerations
It is easy to blame particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the whole story. US administration works based on a premise understood by seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The American government presumes that it is impossible to force Russia to surrender the areas that it currently occupies in Ukraine's occupied territories.
The issue is that while accepting these circumstances, US leadership does minimal to discourage Russia, through words or deeds, from believing that the situation will not change more in its favour in the coming year.
Divergent Views
Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their reason to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to stop fighting, but they will continue as long as Russia's leadership remains supremely confident in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding people and territory but averting a complete military breakdown until conditions improve in its favour.
Current Realities
Realistically, there are no actual prerequisites for a truce. Now, individual motivations are entering the equation: personal goals to broker a ceasefire and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any plan Kyiv finds unacceptable, so that their attention does not move to homefront challenges. And although their mission will now be significantly challenging after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.
These two forces are driving the talks.
Assessment and Future
It took a just a single week to terminate the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, recent disclosures, all achieved their purpose.
While new initiatives based on previous concepts are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and reflect particular unwillingness to alter the situation, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, mainly require sustained allied backing.
